Since the creation of the Archdiocesan Office of Communications
(AOC) in 1979, the Archdiocese of Manila has always emphasized the need
for an effective Media Ministry or a Ministry of Social Communications. And with the affirmation of PCP II, Communioet Progressio and Aetatis
Novae, the work of the Communications ministry has always been colossal. From Media Education to actual productions, the Church is in the forefront
of utilizing mass media to proclaim the Good News of Salvation to all
peoples, in particular, to the people of God in the Archdiocese of Manila.
In an effort of providing a more effective and efficient services,
the Archdiocesan Office of Communications makes recommendations to pave
the way for the expansion of the office.
SCOPE OF THE ARCHDIOCESAN OFFICE OF COMMUNICATIONS
The following are some of the scope of the Archdiocesan Office of Communications
as specified in the document Communio et Progressio and
Aetetis Novae.
- Specialized and reasonable autonomous departments for each
media; or it can have separate offices for the press, cinema and broadcasting
that work closely together. The whole of this Apostolate should be
placed under a single, overall direction.
- Training of the faithful, clerical and lay, by means of organized courses, conferences,
study sessions and critical assessment prepared by experts, so
that the faithful can use their informed judgments.
- Media Education
- Public Relations
- A Sound media research related to the communications needs and concerns of the
church and society, applying communication means for the church, an
ongoing theological reflections on the instruments of social
communications.
- Participation in the modern world economy, putting Gospel values right within
reach, defending public interest and safeguarding religious access,
assisting communicators in articulating ethical standards, especially
in the issues of fairness, justice and decency and respect for life,
and speaking out on significant public use.
OBJECTIVES
The main objective of the Ministry of Social Communications is
to set up an effective office and structures that has the following elements:
- A statement of vision that identifies communications strategies for all
church ministries and responds to the contemporary issues and conditions.
- An inventory of the media environment, church media organizations and religious
communities.
- A proposed structure and office for church related social communications
in support of catechesis and education, social services, ecumenical
cooperation, etc.
- Media Education
- Dialogue with media professionals with particular attention to faith development
and spiritual growth.
- Means of obtaining financial support.
FUNCTIONS
Main Fields of Social Communications are as follows:
- Education-both moral and technical skills for all beneficiaries.
- Spiritual Formation and Pastoral Care – for all communicators.
- Cooperation – among dioceses, media professionals, structural cooperation
in promotion, marketing and distribution, and relationships with secular
media.
- Public Relations – actively disseminating information using both secular
and religious media, media awards, and World Communications Sunday,
and public relations office, and publications/productions.
- Research - a sound media research related to communications
needs and concerns of the church and society, applying communication
means for the church, and ongoing theological reflections on the instruments
of social communications.
- Communications and development of Peoples – participation in modern
world economy, putting gospel values right within reach, defining public
interest and safeguard religious access, assist communicators in articulating
ethical standards, ESPECIALLY IN ISSUES OF FAIRNESS, JUSTICE, DECENCY,
AND RESPECT FOR LIFE; and to speak out in significant public issues.
