RE: INSTRUCTIONS FOR LITURGICAL CELEBRATIONS ON ASH WEDNESDAY

Dear Monsignori, Fathers, Brothers and Sisters:

Greetings of Peace in the Lord!

Following the WHO precautions in order to reduce the risk of transmission of the COVID-19 virus during our liturgical celebrations on Ash Wednesday, ashes can be distributed by dropping or sprinkling a small portion of blessed ash on the crown of the head of the faithful with prescribed formula.

In Baptism, we have been anointed on the crown of the head. The ashes to be smeared on the crown signify our repentance from sin, which has marred the grace of Baptism.

The imposition of ashes on the forehead remains an option for our parishes and communities at the discretion of their pastors.

As we begin the season on Lent, we are reminded of the constant call for renewal in our Christian life by self-control (fasting and abstinence), generosity and charity (almsgiving) and prayer.

Thank you very much.

Sincerely yours in Christ,

10 February 2020

TO: ALL THE CLERGY, RELIGIOUS MEN AND WOMEN, AND LAY FAITHFUL IN THE ARCHDIOCESE OF MANILA

RE: APOSTOLIC ADMINISTRATOR OF THE ARCHDIOCESE OF MANILA

Dear Brother-Priests, Brothers, and Sisters in the Lord,

Now that His Eminence Cardinal Luis Antonio G. Tagle, Archbishop-Emeritus of Manila, has left for Rome to assume his new assignment as Prefect of the Congregation for the Evangelization of Peoples, the See of Manila has been rendered vacant (sede vacante).

As a sign of his paternal solicitude, the Holy Father Pope Francis announced today, February 10, 2020, the appointment of His Excellency Most Reverend Broderick S. Pabillo, Auxiliary Bishop of Manila, as Apostolic Administrator of the Archdiocese of Manila until a new Archbishop is installed.

Following this announcement, please take note of the following:

1. In all Masses in the Archdiocese of Manila we will no longer mention the name of Cardinal Tagle in the Eucharistic Prayer but the name of Bishop Pabillo as administrator. Hence we will say: Remember, Lord, your Church spread throughout the world, and bring her to the fullness of charity, together with Francis, our Pope, and Broderick our Administrator, and all the clergy (Eucharistic Prayer II). In Tagalog: si Broderick na aming tagapangasiwa.

2. The “Prayer for a New Archbishop” is to be prayed in our Masses, after the Post-Communion Prayer. Attached is a copy of the prayer in English and Tagalog.

3. The Oratio Imperata for the 2019 Novel Coronavirus may be prayed before the Mass.

Let us thank the Lord for Cardinal Chito who served as Archbishop of Manila for 8 years. Let us pray for him as he embarks on his new mission. Let us also thank the Lord for Bishop Broderick who will guide us during this period in our life as a local Church. And let us beg the Lord to give us a new shepherd molded after His own heart.

Thank you very much.

Sincerely yours in the Lord,

RE: THE CONCURRENCES AND PRECEDENCE OF LITURGICAL DAYS IN NOVEMBER AND DECEMBER 2019

Dear Monsignori, Fathers, Brothers and Sisters,

Greetings of peace in the Lord!

May we remind our parishes and communities of the following:

1. All Masses on November 1 (Friday) will take the Proper of the Solemnity of the All Saints. In the evening, Vespers II of the Solemnity of All Saints is prayed not Vespers I of the Commemoration of all the Faithful Departed (All Souls Day). which has the rank of solemnity. As a rule, in case of concurrence of two solemnities, the current day takes precedence (General Norms of the Liturgical Year and Calendar, no. 61).

2. All Masses on November 2 (Saturday) will take the liturgy of the Commemoration of all the Faithful Departed (All Souls Day). Evening Masses will still take the proper of the current day, which has the rank of solemnity, not the 31st Sunday in Ordinary Time. In the evening, Vespers II of All Souls is prayed, not Vespers I of the 31st Sunday. The norms governing the liturgical calendar provide that solemnities (Table of Precedence I, 3) take precedence over Sundays in ordinary time (II, 6).

3. All Masses on November 9 (Saturday) will take the liturgy of the Feast of the Dedication of the Lateran Basilica. In the evening, Masses will still take the proper of the current day, not the 32nd Sunday in Ordinary Time. This particular feast is equivalent to a feast of the Lord thus takes precedence over Sundays in Ordinary Time.

4. All Masses and the Liturgy of the Hours on December 8 (Sunday) will take the Proper of the Second Sunday of Advent. The Solemnity of the Immaculate Conception is transferred to December 9 (Monday). In the evening of December 8, Masses will still take the proper of the Second Sunday of Advent, and not the Solemnity of the Immaculate Conception. Sundays of Advent take precedence over solemnities (Table of Precedence I, 2 & 3).

However, we decree that those who participate in the evening Masses of November 2 and 9 satisfy their Sunday obligation.

December 10 is Feast of the Dedication of the Manila Cathedral. All parishes in the Archdiocese will celebrate this as a feast with the singing or praying of the Gloria and its proper prayers and readings.

We hope that this clarification will help you guide your Christian community.

Sincerely yours in the Lord Jesus,

RE: PRAYER FOR THE VICTIMS OF THE JOLO CATHEDRAL BOMBING

Dear Brother Priests, Bothers, and Sisters,

As an expression of our solidarity to the victims of the Jolo Cathedral bombing last Sunday, January 27, to those who are injured and those who died, their families, and the community of Jolo, may we ask that this intention be included in the Prayer of the faithful of our Masses, especially on Sunday, February 3, 2019.

(English)
We include in our prayers the victims of violence in the Jolo Cathedral bombing. For those who have died, we pray for their eternal repose. For those who have been hurt, lost their loved ones or lost their sense of security, we pray that they may find in the Lord steady comfort, solace, and lasting peace in their community. Let us pray to the Lord.

Thank you very much. Let be one in praying for peace.

RE: FEAST OF THE PRESENTATION OF THE LORD

Dear Monsignori, Fathers, Brothers, and sisters

Greetings of Peace in the Lord!

The Feast of the Presentation of the Lord this year falls on a Sunday.  Vespers and Masses on the evening of February 2 will still take the liturgy of the Presentation of the Lord. While the usual reckoning of Sunday begins the evening of Saturday (GNLYC, 3), the norms governing the liturgical calendar provide the Feasts of the Lord (Table of Precedence II, 5) take precedence over Sundays in Ordinary Time (II, 6).

However, we decree that those who participate in the evening Masses on February 2 satisfy their Sunday obligation.

Thank you very much.

Sincerely in the Lord Jesus,

+LUIS ANTONIO G. CARDINAL TAGLE
Archbishop of Manila
